SummaryInvictus is seeking an Environmental Health & Safety (EHS) Manager to support the turnkey engineering, procurement, construction, commissioning, and turnover of two 21,000-ton central chiller plants supporting a large-scale infrastructure program in Central Texas.This role is responsible for developing, implementing, and enforcing all environmental, health, and safety programs for the project. The EHS Manager will ensure compliance with OSHA, EPA, TCEQ, and applicable regulatory requirements while supporting safe execution across engineering, procurement, construction, and commissioning phases.The EHS Manager will work closely with the Project Manager, Construction Manager, subcontractors, and field teams to promote a proactive safety culture and ensure safe, environmentally responsible project delivery.This is a full time W2 position based in Houston, Texas, with regular field site engagement.Key ResponsibilitiesSafety Program LeadershipDevelop, implement, and maintain the Project Specific Environmental Health and Safety Plan (EHSP)Ensure compliance with OSHA standards including 29 CFR 1910 and 1926 and applicable Texas safety regulationsLead Job Hazard Analyses (JHAs), Activity Hazard Analyses (AHAs), and safe work planning for project activitiesOversee safety planning and monitoring for high-risk work including crane lifts, confined space work, hot work, electrical installation, and commissioning activitiesConduct regular site safety inspections, audits, and corrective action trackingLead incident investigations, root cause analysis, and corrective action implementationEnvironmental ComplianceEnsure compliance with EPA, TCEQ, and local environmental regulationsManage environmental plans and regulatory reporting including:Stormwater Pollution Prevention Plans (SWPPP)Spill Prevention, Control, and Countermeasure (SPCC) plansHazardous and nonhazardous waste handling and disposalOversee refrigerant compliance requirements including EPA Section 608Monitor air quality, dust control, water discharge, and noise impacts during construction activitiesTraining and Safety CultureConduct safety orientations for all project personnel and subcontractorsDeliver ongoing safety training, toolbox talks, and environmental awareness sessionsPromote a proactive safety culture emphasizing hazard recognition and behavioral safetyServe as the primary point of contact for safety communication on the projectSubcontractor OversightReview and approve subcontractor safety plans and environmental compliance documentationEnsure subcontractors adhere to project safety standards and regulatory requirementsCoordinate safety planning across engineering, procurement, construction, and commissioning phasesParticipate in constructability reviews to integrate safety into project planning and executionReporting and CoordinationMaintain EHS documentation including permits, inspection logs, incident reports, and regulatory recordsPrepare weekly and monthly safety performance reportsCoordinate with owner representatives, inspectors, regulatory agencies, and AHJsSupport commissioning and turnover activities with final safety documentation and environmental close outQualificationsBachelor’s degree in Environmental Health & Safety, Occupational Safety, Environmental Engineering, Construction Management, or related disciplineMinimum 7 to 10 years of EHS experience supporting large scale industrial or commercial construction projectsExperience supporting turnkey or EPC projects involving mechanical, electrical, and heavy equipment installationStrong working knowledge of OSHA, EPA, TCEQ, NFPA, and Texas regulatory requirementsExperience supporting central utility plants, chiller plants, energy facilities, or large mechanical infrastructure projects preferredStrong leadership, communication, and documentation skillsAbility to work effectively in active construction environments and coordinate with multidisciplinary project teamsPreferred QualificationsOSHA 30 Hour Construction CertificationCertified Safety Professional (CSP), Associate Safety Professional (ASP), Construction Health and Safety Technician (CHST), or equivalent certificationFirst Aid / CPR / AED CertificationHAZWOPER CertificationExperience supporting commissioning activities for large mechanical or energy infrastructure projectsFamiliarity with Texas environmental permitting requirements and regulatory reportingPhysical and Work EnvironmentFull time role supporting active construction and commissioning activitiesAbility to walk large job sites, climb ladders and stairs, and access mechanical areasExposure to construction equipment, industrial environments, and outdoor conditionsOccasional extended hours may be required during critical construction activities, equipment installation, or commissioning phasesEmployment EligibilityInvictus Strategy & Solutions is unable to provide sponsorship at this time.
